Unfortunately, the Fox News article requires me to join up to read the whole thing. Which we all know would be chopped up and misleading, anyway.
I found this, but it looks like the original source is still Fox...
This says that Biden's remark that he "didn't do that" was in response to House Speaker Johnson's comment that he had "betrayed the central tenet of Easter."
Can you provide the entire quote in context, without the additional Fox bias?

He lied today AND said he did not make his tranny proclamation on Good Friday.

President Joe Biden reportedly denied declaring Easter Sunday the "Transgender Day of Visibility," despite issuing a very clear proclamation on Good Friday, which stated in part, "I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim March 31, 2024, as Transgender Day of Visibility."
